The mission of the Human Resources
Department is to support, honor and value the Agency’s most
important resource, its people. The Human Resources Department supports
the mission and goals of the Agency by promoting and nurturing a
productive and diverse community through people services, guidance,
and education.
The department currently
serves over 300 employees in three separate counties, Madera, Fresno,
and Mariposa. The department’s functions include, but are
not limited to, personnel policies and procedures, an equal employment
opportunity/affirmative action program, employee relations, job
classification and compensation administration, recruitment and
employment process, staff orientation, personnel records management,
training and development opportunities, employee development
program, benefits administration, and worker’s compensation
administration.

Process
CAPMC will pursue an active recruitment

authority of the agency.
Any offer of employment
will be conditional upon satisfactory reference checks, subject
to verification of one's identity, legal right to work in the
U.S. in compliance with the Immigration Reform and Control Act of
1986, and successfully passing
a pre-employment drug screen. Once employed by CAPMC, the employee will be required to be
fingerprinted through the Department of Justice, undergo a post-offer employment health screening/physical examination, provide
documentation of a TB clearance, possess a valid California Driver’s
License, and have an acceptable driving record.

Types
of Employees
Regular
Full-Time Employee |
Works
a minimum of 30 budgeted hours per week on a continuing basis
during the program year. Regular full-time employees shall
accumulate sick leave, vacation leave, medial/dental/vision/life
insurance, retirement benefits (when applicable) and paid
holidays. |
| Regular
Part-Time Employee |
Works less than 30 budgeted hours per week on a continuing basis during the program year. Regular part-time employees will be eligible for, on a prorated basis, sick leave, vacation leave, and paid holidays. Retirement benefits will be earned if the individual meets the minimum participation level and coverage requirement as set forth by federal regulations. Regular part-time employees will not be eligible for medical/dental/vision/life insurance. |
| Temporary Employee |
Temporary positions are created for a specific time-limited duration because of peak workload or unusual conditions. A temporary appointment does not exceed four months and will not be eligible for medical/dental/vision/life insurance. |
| Contract Employee |
Employees who are hired under a contract to perform a specific service(s) during a fixed time period. |
| Substitute Employee |
Those employees who have been hired by the Agency to replace an employee during a short-term absence and who work on an "as needed" basis only, not to exceed 30 calendar days. |
| Long-Term Substitute Employee |
Those employees who have been hired by the Agency to assume the duties of an employee during a long-term absence in excess of 30 calendar days. |
| Provisional Employee |
An individual appointed to a position in which he/she meets the minimum qualifications in the absence of an appropriate eligibility list. The appointment shall not exceed 90 calendar days. |

Temporary/Contract/Substitute/Long-Term Substitute/Provisional Employees
are not eligible for benefits.
